Navigational satellites began with the Transit series, launched by the USA.
Weather satellites go back to TIROS (television and infrared observing satellite), USA. Subsequent ones include the Nimbus series for the USA.
The GPS or global positioning system, depends on navsats, so the whole world uses them today. Same is true with the weather satellites, which are launched by the USA, Russia, and the European Space Agency.
