Why doesn't GPS navigation work without internet connection (Ovi Maps Nokia) ?

Actually i have a Nokia E5 and i think it comes with free navigation ... So, i downloaded free maps from Maps Loader for my country and guidance and stuff but the navigation doesn't work without an internet connection , so i want it with satellites not internet ... How can i solve this ?|||In options choose Offline or No Internet...
