Is the EGNOS Satellite Navigation System now fully operational?

Is the above European satellite navigation system now fully operational?|||not yet|||Yea|||No, it is still a test system, since none of the operational Galileo satellites is launched yet. Only the geostationary satellites for the SBAS are already in space, Galileo is currently only two satellites, both being prototypes for reserving the frequencies and testing the technology.
